Merges the CALLER'S ACCOUNT'S repriced claims into outbound payer files and sends them. Returns false on exception. The account comes from the caller's default account, never from the request: this endpoint used to normalise an empty submitter id to null and merge EVERY account, so the admin screen's button was a cross-tenant batch nobody had asked for. A supplied submitterId now only narrows within the caller's own account. Requires a write policy of its own. Without one it inherited the controller's `repricing:read`, meaning read access was enough to transmit files to a payer.
