Cached AI analysis for the Monthly Summary, with staleness. Never calls the model. Pass the summary's inputHash (from Reports/MonthlySummary) to judge staleness without rebuilding the summary; without it the summary is built here. The hash only decides the IsStale flag the caller sees, so a client-supplied value cannot expose anything; generation always recomputes server-side.
