Builds outbound files for the CALLER'S ACCOUNT'S ReadyToSend adjudication claims and ships them. The account comes from the caller's default account, never from the request: this endpoint used to normalise an empty submitter id to null and merge EVERY account, so the admin screen's button was a cross-tenant batch nobody had asked for. A supplied submitterId now only narrows within the caller's own account.
